The city of Lille has two associated localities: the town of Hellemmes since 1977 and Lomme since 2000.
Moreover, in March 1975, the first District Office of City Hall was created in the outlying district of Bois-Blancs, in order to bring central City Hall closer to local inhabitants. The process of creating City Hall District Offices continued until 1987, when the latest one, in the pedestrianised city centre, was opened.

Since 1975, therefore, residents of Lille have been able to gain access to all kinds of local administrative formalities, then from 1986 to the social assistance offered by the City, as well as management of incoming and outgoing payments. Again in 1986, local police stations were installed in the City Hall District Offices. From 1989, the ten District Offices (Bois-Blancs/Centre/Faubourg de Béthune/Fives/Moulins/Saint Maurice Pellevoisin/Vauban/Vieux Lille/Wazemmes) have been a drop-in point for beneficiaries of  the minimum revenue allocation (RMI), and from 1998 they have become LAP centres to welcome and assist residents who are subject to social exclusion.

Since 2003, residents of a foreign nationality who possess a ten year Resident's card (Carte de Séjour) can renew their card in the City Hall District Offices. Beyond the provision of these local administrative and social services, each District Office hosts a District Council presided by an elected City Council member and composed of local residents. These District Councils have an extensive range of powers of intervention in terms of everyday life and citizenship. They permit a permanent dialogue between the main City Hall and distict residents. The City Hall District Offices represent veritable focal points in the provision of services to the inhabitants of Lille.
