Lille is a city of dialogue and concertation. More than 1,000 inhabitants take part in the regular concertation meetings held in the City Hall. As early as 1978, Lille was one of the first cities in France to create district forums, some 25 years before French law made them a legal obligation for all towns with a population of over 60,000.
